Allow both staked and un-staked to vote.

Any extra step decreases participation.
Two 5 cent transactions doesn’t prove much commitment.

I wonder if anyone can think of an example where being staked or not would create an incentive to vote one way or the other? Or of an outcome that may have been changed if this restriction had been in place?
Although I am staked myself, I kind of like the idea that Galxe would be an open enough place to value all inputs and not exclude people who may not have the financial resources to dedicate to GAL staking. After all, Galxe is kind of a starting point for people new to Web3 - if being able to vote here freely can serve as a means of onboarding people to the world of DAO governance, all the better.
